RTUK SKAAS Project is developed between 2006 and 2008. The main aim of RTUK SKAAS Project is to establish a digital recording, arhiving and analysis system for Radio Television Supreme Council of Turkey.

TUBITAK UZAY developed the analysis modules of RTUK SKAAS System. There are 6 analysis modules that aim to facilitate the work of the operators.

  • Shot Boundary Analysis: Shot boundaries within a video are automatically detected. Each shot is represented with a keyframe. In this way, the content of the video can be browsed through keyframes in a very fast manner.
  • Videotext Recognition: Overlay texts on the screen are converted to plain text and recorded in the system database. Textual queries can be performed to locate the existence of the query word.
  • TV Commercial Interval Analysis: Commercial intervals are detected by means of logos that are specifically designed for commercials. Temporal information of intervals are utilised to detect any misbehaviour of the TV channel.
  • Content Based Copy Detection: Query by example is performed in video archive. In this way, copies of the query video are located in different channels and different times. Query clip is selected by marking start and end points. Then the desired portion of the archive is selected. The result of the query is returned as a sorted list.
  • Audio Keyword Spotting: Keywords are spotted in audio data in a speaker independent manner. The search is performed in audio data of TV and radio broadcast. The detected keywords are reported to user with their confidence level.
  • Radio Commercial Interval Analyis: Radio commercial intervals are detected by using jingles that are designated for commercials. Temporal information of intervals are utilised to detect any misbehaviour of the radio channel.
